Behavioral Health Services Budget Updates

BHS Funding at a Glance

As seen in the chart below, the Division of Behavioral Health Services (DBHS) receives funding from a number of sources.  Of the $1.34 Billion spent by DBHS last year to deliver services across Arizona, only a small portion has been impacted by the recent budget cuts.  Since FY 2008, federal funding (and the state funding tied to it) has increased by 38%. This federal funding serves persons who are enrolled in AHCCCS (Medicaid, TXIX) and makes up about 79% of members in the system. For these members, little to no impact will be felt in the upcoming fiscal year.

However, for those members who are not enrolled in AHCCCS, or are receiving services not covered by AHCCCS, there have been significant reductions.  Since FY 2008, funding for these members has been reduced by more then 50% ($63 million) and funding in the FY 2011 state budget has been limited to three specific purposes: Non TXIX prescription medication, Crisis services, and Supportive housing (highlighted below under Arizona State Government).
