The Arizona Community Protection and Treatment Center (ACPTC) was founded as the outcome of legislation, Sexually Violent Persons, A.R.S. § 36-3701, et. seq., which provides for the civil commitment of individuals who have a mental disorder. "Mental disorder" is defined as either a paraphilia or personality disorder that predisposes a person to commit sexual acts to such a degree as to render that person a danger to the health and safety of others. The mission of the center is to provide therapy to those individuals who have been civilly committed. The ultimate goal is to reintegrate into the community those individuals who have successfully completed the treatment program and who have been evaluated to be functioning at a level where their presence in the community does not present a risk to public safety.
